County - distant power house with an elite and closed network and decisions made from Preston by a bureaucracy so complex it ensures that elite network maintains control cause nobody else understands what the hells going on. 2. Unitary - twinned Burnley & Pendle 'Super' Council - ha, they'll be successful in their bid no doubt as New Labour favours this local government structure - much easier to control from the centre (central government), particularly boostering the power of the chief exec structure - with a powerful planning department. Counsellors such as Birwistle are using the hospital campaign to push for this, promoting it as a structure that will give more power to local people. Wrong! This is a battle between two powerhouses - central government's push to make local councils business administrators serving big business (unitary) and an age old bureaucracy trying to cling onto power. Both have nothing to do with more power in the hands of local people. Jolly good!

You know I'm thinking that there's going to be quite a lot of councils across the country applying for unitary status before Jan 2007! It is the culmination of a strategy by this government to place full power in the hands of council executives, ruled over by chief execs. Mr Greaves is diplomatic!? Honestly, those new Liberata offices opposite the town hall in Nelson are set to replace it, not work in partnership.
